Yes. The makefiles automatically apply the patches. Look at
Makefile.target.

Just so you know: running the hg clone for ccs-xenv will take a long
time, and it is scary because it does not report much progress. The
problem is that it has to transfer some very large tar files. This does
not mean that something is wrong.

If you want to see more of what is happening, use:

  hg -v --debug clone .....
