1. No, they definitely should *not* return that.

2. The entire specification of time increments in sleep/sleepTill is
provisional -- the kernel ultimately may not implement them this way at
all.

3. The entire kernel scheduling interface, including what you want, is
currently unspecified and is going to stay that way for about another
1.5 months.
