[coyotos-dev] Another ccs-xenv update

For those of you who are not tracking updates with yum/rpm, I'm afraid
it is time to rebuild the ccs-xenv tree again. Changes in this update:

  1. Migrate to newlib-1.15.0+
  2. Migrate to gcc-4.1.2
  3. Updates to runtime library linkage
  4. Changes in location of code start, stack in small spaces

There are corresponding changes in the coyotos/src tree that depend on
some of these, so if you do NOT make these changes you will not be able
to build the coyotos tree.
