As far as I know you've got a reasonable list of the more popular ones.
Java, while ugly, is probably the most pragmatic if you want your code
to be accessible.

It sounds as though you would like to be using BitC for these tools.
How permanent is this choice going to be?

One other potential factor, who do you think is likely to get involved
with the Coyotos project---especially at the tool-chain hacking level?
I would guess they are going to have a pretty different view on the
world than the run-of-the-mill application developers.
