[bitc-dev] stdinc

hi, here's a patch for bitcc so that when compiling without --nostdinc
stdinc dirs get added by the existing logic in bitcc.cxx, not really
specific to stdinc but thats where i ran into it.

will need to regenerate/autoreconf as the changes to generated files
are not included.

while it hard codes install prefix into the src/compile/BUILD/bitcc,
the existing AUTOCONF_LIBDIR code does also

i suppose we could build a symlink tree in src/compiler/ and rely on
../ in BUILD/ and installed version
let me know if you want me to have a go at that to make it relocatable.
