[bitc-dev] Proposed layout rules for BitC

Bit of amusement here.

Got the layout rules implemented in the lexer, and damned if they don't
actually *work* (or at least seem to).

Which created a problem, since the current parser still support S-expression
forms, and inserting a ';' before the opening paren of an S-expression is
most definitely *not* what we want....
