[bitc-dev] Pools in lieu of GC

Is there a more formal (but not too formal) location to store these
conversations?
Perhaps a BEP wiki in which people can post future proposals (Bitc
Enhancement Proposals, per se)

Mail archives are fun and all, but imo they're only made slightly useful
because google indexes them so well.
