Thanks. I've compiled and installed the coyotos tools. I suggest adding
a check for libicu-dev to the configure script.

However the bitc build now fails with another error:

make[2]: *** Keine Regel vorhanden, um das Target »BUILD/DefreprCheck.o«,
  benötigt von »BUILD/bitcc«, zu erstellen.  Schluss.

with LANG=C:
make[2]: *** No rule to make target `BUILD/DefreprCheck.o', needed by
`BUILD/bitcc'.  Stop.
